Synology NAS devices won’t boot without their USB DOM card installed

I’m troubleshooting a Synology 1817+ that experienced the blue blinking light of death. I have made such progress with it, but hitting dead ends.

I confirmed by trying this on a Synology 1815+ that if you remove the USB DOM card, it will not boot. It won’t get any output via UART/serial/terminal.
